The Integration and Trade Sector manage the Japan Scholarship Program. Since its establishment in 1991, the Program gives scholarship to students from the Bank's borrowing member countries to pursue Master degree's studies atthe most prestigious universitiesaround the world in disciplines related to economic development.

The Gates Millennium Scholars
In 1999, a bold vision of what America’s future would look like began to take shape. In that view, America’s leadership would include 20,000 individuals, all people of color, who would make a significant impact on the future direction of the nation. Coming from among the most financially needy students and attending the nation’s best colleges and universities, they would represent the extraordinary promise inherent among all highly academically capable individuals, no matter what their background. Moreover, the planners envisioned that the researched experiences of the student’s matriculation and retention, the fact of these individuals’ extraordinary successes to terminal degrees, and the testimony of their voices, would spark conversation, and perhaps debate, leading to public policies and added philanthropic contributions in support of similarly able and financially challenged young people. That vision of Bill and Melinda Gates was funded by a historic grant of more than 1 billion dollars to the United Negro College Fund (UNCF) – still the largest single gift to any scholarship organization.
One of the most unique aspects of the GMS program is the partnership and collective efforts of the four partner organizations providing services to the Continuing Gates Millennium Scholars. More Than a Scholarship

Who’s Eligible?
Students are eligible to be considered for a GMS scholarship if they:- Are African American, American Indian/Alaska Native*, Asian Pacific Islander American** or Hispanic American
- Are a citizen, national or legal permanent resident of the United States
- Have attained a cumulative high school GPA of 3.3 on an unweighted 4.0 scale or have earned a GED
- Will be enrolling for the first time at a U.S. accredited***college or university as a full-time, degree-seeking, first-year student in the fall 2009
- Have demonstrated leadership abilities through participation in community service, extracurricular, or other activities
- Meet the Federal Pell Grant eligibility criteria
- Have completed and submitted all three required forms (Nominee Personal Information form, Nominator form, and Recommender form) by the deadline
*American Indian/Alaska Native Requirements: American Indian/Alaska Natives will be asked to provide proof of tribal enrollment or certificate of descent from a state or federally recognized tribe if selected as a GMS Candidate.
**Asian Pacific Islander American include persons having origins from Asia and/or Pacific Islands. Asian includes persons having origins in any of the original peoples of the Far East, Southeast Asia, or the Indian subcontinent. Nominees who meet all of the eligibility requirements and who are selected as GMS candidates must include a Federal Pell Grant as part of their financial aid package for the 2009-2010 academic year. To determine their Pell Grant eligibility, Nominees must submit a Free Application for Federal Student Aid (FAFSA) to the U.S. Department of Education, Federal Student Aid Programs. Nominees are urged to file a 2009-2010 FAFSA at the earliest opportunity and no later than February 1, 2009. Federal Pell Grants typically are awarded to families that demonstrate significant financial need. El propósito del Fondo Pa-namericano Leo S. Rowe es otorgar préstamos sin interés a individuos de países lati-noamericanos y del Caribe para ayudarles a financiar sus estudios o capacitación en universidades de los Es-tados Unidos, sobre la base de que, una vez completados esos estudios, regresarán y estarán en situación de dar a sus respectivos países el be-neficio de su adiestramiento.
El Fondo Panamericano Leo S. Rowe fue estableci-do por la Unión Panamericana (precursora de la Orga-nización de los Estados Americanos) en 1948, en cum-plimiento de los deseos del Dr. Leo S. Rowe, ciudadano estadounidense que fue Director General de la Unión Panamericana desde 1920 hasta su muerte, en 1946. En su testamento el Dr. Rowe encomendó a la Unión Panamericana la creación de “un fondo rotatorio para estudiantes latinoamericanos que deseen estudiar en universidades de los Estados Unidos.”

¿En qué consiste el Fondo Rowe?
El Fondo Rowe es un programa de préstamos para estudio, perteneciente a la Organización de los Estados Americanos, que tiene como propósito otorgar préstamos subsidiados (sin interés) a individuos provenientes de países Latinoamericanos y del Caribe, para ayudarles a financiar sus estudios o investigaciones en instituciones acreditadas de los Estados Unidos. Estos préstamos se otorgan bajo el entendimiento que, una vez finalizados sus estudios, los beneficiarios se comprometen a pagar el préstamo en su totalidad y regresar a sus países de origen para aplicar sus conocimientos y entrenamiento; así como
continuar promoviendo el intercambio cultural y el desarrollo de la región.
¿Cuáles son las características del préstamo?
Las características del préstamo incluyen período de gracia mientras se realizan los estudios, no existen cargos de aplicación o procesamiento, las solicitudes son recibidas y evaluadas durante todo el año sin fecha límite y una vez aprobado el préstamo los fondos son enviados directamente al estudiante.
Es requisito obtener un fiador sin fines de lucro, usualmente un ciudadano o residente de los Estados Unidos. Sin embargo, el Fondo Rowe acepta otros tipos de garantía, en particular de instituciones reconocidas interesadas en apoyar a su capital humano para estudios en los Estados Unidos entendiendo que el individuo regresa a trabajar en la institución una vez culminados sus estudios.
¿Quiénes son candidatos para recibir un préstamo del Fondo Rowe?
Los préstamos del Fondo Rowe son concedidos para estudios de pre-grado, post-grado y doctorado. También son elegibles profesionales o docentes que se encuentren actualmente realizando o deseen realizar cursos de educación continúa, investigación, u obtener un certificado técnico en una universidad debidamente acreditada de los Estados Unidos. Esto incluye programas de intercambio por un período académico y cursos de desarrollo profesional en los Estados Unidos. Los cursos deben durar al menos un semestre académico y todos los estudios o investigaciones deben ser completados en un período máximo de dos años.
Los postulantes deben haber sido aceptados por una universidad o institución acreditada en los Estados Unidos y ser provenientes de un país Latinoamericano o del Caribe, miembro de la Organización de los Estados Americanos (OEA).
¿Cuál es la cantidad máxima de dinero que el Fondo Rowe puede otorgar en calidad de préstamo?
El monto máximo a prestar es de US $15,000 durante el curso de estudios para los cuales se otorga el préstamo. El préstamo ayuda a cubrir parcialmente gastos relacionados con los costos de estudios en los Estado Unidos, por ejemplo, matrícula, emergencias, manutención u otros gastos que no los cubre la principal fuente de ingreso del individuo.

Centro de información y ayuda para becas de estudio para ecuatorianos
1.- El idioma: normalmente el nivel de Inglés se convierte en el principal problema a vencer y en otros casos las becas están dedicadas a estudiantes con dominio de lenguas como frances, alemán, italiano o portugés.
2.- El estudiante en muchos de los casos tiene que costearse el pasaje, para lo cual necesita un crédito
3.- El favoritismo desde hace decadas en el país se desarrollo una "cadena de favores" en la que los seguros ganadores de las opciones tienen una larga historia de vinculos con el gobierno, el partido en el poder, "amigos" bien relacionados. Como en casi todos los países del mundo el que no tiene dinero para pagarse los estudios tiene que tener "buenas relaciones" es decir padrinos, este es uno de los grandes problemas que esta enfrentando la lucha anticorrupción en el país.
4.- Un cuarto problema es las calificaciones. En este país donde la educación escolastica, memorista y repetitiva ecuatoriana donde las palabras del profesor y un libro patron, son la incestionable verdad, asi como la "buena conducta", esto es la sumisión total a normas religiosas, politicas o tradiciones del plantel educativo; de manera que los que no estuvieron dentro de los parametros educativos ecuatorianos, curiosamente, están excluidos para ingresar a sistemas educativos extranjeros y nacionales que han energido precisamente de cuestionar el viejo modelo.
5.- Un quinto problemas es la "tramitología", esto es la interminble cantidad de requisitos que cualquier ecuatoriano tiene que cumplir para todo (en especial si va para los países desarrollados donde han llegado ilegales ecuatorianos) y que ha sido muy ascimiliado por los gobiernos extranjeros que también tienen una intricada marea de papeles y burócratas desalentadores de cualquier opocion posible.

Turismo inteligente para ecuatorianos
NUESTRO NUEVO OBJETIVO FUNDAMENTAL
Es por esto que con la finalidad de continuar trabajando en la protección de la vida y la salud, la diversidad cultural y la diversidad biológica del Ecuador mediante el turismo, nos hallamos empeñados en desarrollar dentro y fuera del país el turismo inteligente para ecuatorianos, que incluye el capacitar a los ecuatorianos en Inglés para que puedan optar por becas de estudio y ayuda para el acceso a centros de estudio en este y en otros países, el estudio de lenguas nativas, para darles la posibilidad de ser especialistas en la protección de ciertas culturas propias del Ecuador, también les queremos dar la oportunidad de pasantías por parques nacionales, comunidades y lugares de curación para que aprendan a proteger especies en peligro, a la gente y culturas centenarias, puedan acturar como protectores de la salud, la biodiversidad y la diversidad cultural del Océano Pacífico, los Andes y el Amazonas, dentro y fuera del país, transportando el conocimiento, los recursos económicos de los países desarrollados en favor de la naturaleza y la gente local.
1.- Desarrollar un centro de información físico en nuestro local en la Av. Amazonas y un centro de informacion virtual en nuestras páginas web vinculadas a este blog.
2.- Desarrollar una escuela de inglés y lenguas nativas .
3.- Ayudar a los interesados con todo lo que necesiten para hacer realidad su viaje de estudios o aprendizaje y vivencia dentro y fuera del país en condiciones legales.
4.- Crear una área de aprendizaje y manifestación artística y de la cultural ecuatoriana y latinoamericana en la Av. Amazonas.
5.- Desarrollar un centro de interpretación y vivencia de lo que ha sido la salud y la vida en el Ecuador.
